The New York City Commission on Human Rights was upheld yesterday in State Supreme Court in directing that a hearing be held on a charge that advertisements in the New York Times for public and private employment in South Africa violate a city ordinance against job discrimination because of race or color. The ruling by Justice Samual J. Silverman (Matter of The New York Times Company [City of New York Commission on Human Rights]), which is published today under New York County, Supreme Court, Special Term, Part 1, dismissed a petition by the Times to restrain the hearing.
