Before you go on to look at individual companies, we felt it might be helpful to describe the general picture for you – and to show where we felt information was particularly misleading or scanty. In this introduction, we will try to describe 1) the importance of U.S. companies in the South African computer market; 2) the impact of last year’s Executive Order; 3) the problems of getting information about sales to the military and apartheid enforcement agencies; 4) the importance of computer technology imports to the South African government; 5) the arms industry as an example of how difficult it is to be sure how products are used; 6) what American companies provide in terms of ‘dual use’ technology, services and training; and 7) what economic opportunity they create for black South Africans. As proponents of divestment have long argued, a case-by-case method of evaluating the behavior of companies in South Africa assumes that the evaluator has relatively good information about what a company produces and sells there, and whether its products are used to support or defend apartheid.
