Memorandum about the possibility of receiving $24,000 from Ned Crosby in Minneapolis for a campaign to repeal the Byrd Amendment. Lockwood and Root say the money could be used to carry out a constituency campaign and allow the hiring of additional staff and the opportunity to travel to targeted districts to make person-to-person contact there. The memorandum includes a copy of a letter to Edwin Crosby.
