Memorandum responding to Henry Lieberg, copied to Ted Lockwood. Houser is supportive of direct action at the docks to keep chrome or other material from Rhodesia from coming in, noting that this does require being about to find out ahead of time when ships will arrive. Such organizing does not exclude the importance of a campaign to aimed at Congress to repeal the Byrd Amendment.
