Summary explanation and gaphic of the procedure for adoption of a bill in the U.S. Congress. A bill follows a parallel course in both chambers, the Senate and the House of Representatives, and must be adopted by both in the same form before it can be sent to the President for his approval. Winning passage of a bill is a convoluted, time consuming, and difficult process. Often a bill has to be reintroduced several times and the issue being addressed must be forced into the forefront of public consciousness.
