The memo says the white minorities and the Portuguese colonialists are still in power and will be for a long to time to come. Even accepting the fact that there has been significant progress made in Guinea-Bissau and Mozambique, nether the PAIGC nor Frelimo expect anything to happen in the immediate future which will change the fact of Portuguese control. There was no doubt about the impact of the African National Council. All of the movements (ZAPU, ZANU, FROLIZI) had to be united behind the ANC because it was the only organization in a position to do anything internally. In South Africa none of the old liberation movements seem to have a real base at the present time. Perhaps a beginning is being made through the Black Peoples’ Convention and the South African Students Organization. At the OAU meeting in Rabat, much more is the way of funds was agreed to by the African states for the liberation struggle than has been true in the last number of years.
