Gay McDougall was on a panel on Democracy and Human Rights in Africa at the National Consultation on U.S. Policy Toward Africa convened by The Africa Fund. McDougall was at the time Executive Director of the International Human Rights Law Group. She had served for many years as Director of the Southern Africa Project of The Lawyers' Committee for Civil Rights Under Law.
