Jennifer Davis, Executive Director of The Africa Fund, speaking at a briefing of the New York City Council on February 6, 1996. More than a dozen Nigerian and American human rights activists addressed a briefing, after which the Council voted to condemn the Nigerian military dictatorship and call for U.S. economic sanctions. It was the first City Council in the U.S. to take this action.
