Dr. Alice Palmer, former Associate Dean of Students and Dir. of African American Student Affairs at Northwestern University, speaking on "U.S.-Africa Relations in the 21st Century" at the opening plenary session of the Midwest Regional Consultation on U.S. Policy Toward Africa. Palmer was a former member of the Illinois State Senate and served as Chair of the International Affairs Committee of the National Black Caucus of State Legislators (NBCSL).
