The counting room floor in Ovamboland during elections for the Constituent Assembly of Namibia, held November 7-11, 1989. SWAPO won 96% of the votes in Ovamboland, along the northern boundary with Angola, which was by far Namibia's largest election district. Two white men on a balcony are looking over dozens of people counting ballots, with others observing on the floor. The photo was taken by Michael Fleshman, staff member of the American Committee on Africa, who was part of the observer team organized by the Lawyers' Committee for Civil Rights Under Law.
