Congresswoman Eleanor Holmes Norton addresses an event at which American women salute the South African Women's Charter. The event was co-sponsored by The Africa Fund's Women's Project and the National Council of Negro Women (NCNW). It was held at the Cannon House Office Building on International Women's Day, March 8, 1994. Norton was first elected in 1990 to represent the people of Washington, D.C. in the U.S. Congress.
