George M. Houser, Executive Director of the American Committee on Africa (ACOA) at the Namibia Institute in Lusaka, Zambia. The Namibia Institute was set up by the United Nations to provide educational and training to people for an independent Namibia. The women wearing a Zimbabwe T-shirt is Namibian. The photograph is undated but Houser is known to have visited the Namibia Institute in September 1978; see his report Report on a Trip to Africa - 1978 published by the American Committee on Africa on this website.
