Miloanne Hecathorn (blond women in the center) at a booth of the Africa Resource Center (ARC). Hecathorn was a member of ARC. This is apparently the Festival at the Lake which was held in Oakland near Lake Merritt, three day event in July between 1982 and1997. Most likely this is from the early to mid-1980s.
