South Africa
Late April or early May 1994
On the left is Reg Alston who was sent by the United Nations to help with South Africa's first democratic election; Gay McDougal, a member of the International Electoral Commission (IEC); and an unidentified man during the counting of ballots cast in the election. The election, which ended apartheid, was won by the African National Congress (ANC) and Nelson Mandela was elected President. McDougall was on leave from the Lawyers' Committee for Civil Rights Under Law where she was director of the Southern Africa Project.
