McDougal has served for many years as the Executive Director of the Southern Africa Project of the Lawyers' Committee for Civil Rights Under Law and in the first part of 1994 was a Commissioner of the International Electoral Commission (IEC) that oversaw South Africa's first democratic election won by the African National Congress (ANC) and as a result Mandela became President of South Africa.
