Early 1994
Gay McDougall of the Independent Electoral Commission (IEC) speaking to a community group prior to South Africa's first democratic election in April 1994 that ended apartheid. The election was won by the African National Congress (ANC) and Nelson Mandela was elected President. The photograph shows a car with the IEC Operation Access logo. McDougall was on leave from the Lawyers' Committee for Civil Rights Under Law where she was director of the Southern Africa Project.
