Washington, D.C. Councilmember John Ray at the second Conference on Public Investment and South Africa in Boston. Ray had introduced a divestment bill that was passed in late 1983. The conference was organized by the American Committee on Africa and Massachusetts Coalition for Divestment from South Africa (MASS Divest). MASS Divest, formed in 1980, had led the successful campaign to pass legislation mandating total divestment of the state pension fund from companies with investments in South Africa. This bill was adopted in January 1983.
