Christine Root testified on behalf of the D.C. Bank Campaign at a hearing before the Comptroller of the Currency about Riggs' failure to meet the lending needs of people in low- and moderate-income neighborhoods in its "service area," as required by the Community Reinvestment Act (CRA). A dozen community groups also testified about Riggs' mortgage lending, hiring, and other services as well as its lending to South Africa and Chile, and 100 community members attended the hearing.
