The minutes say Board members speculated briefly about the basis for current interest in Africa; White House concerns parallel the President’s domestic constituency and concerns-Toni Morrison’s view that Clinton was the first Black President might also be seen as a reason for the Republican push to impeach. The minutes say concerns were expressed about developments in the Congo, with the hope that it might be possible to set up a meeting at some future date with the U.N. Secretary General’s Special Representative, Ambassador Sahnoun, with whom we had good working relations. The report says Mike Fleshman elaborated on his written report, analyzing the meaning of the low turn out in the most recent set of elections in Nigeria; he outlined the Africa Fund’s project setting up an Election and Transition Monitoring watch, in cooperation with a group of Nigerian pro-democracy and human rights groups who were themselves setting up a formal Transition Monitoring Group, composed of more than 26 Nigerian NGO’s. The minutes say Susie Johnson had indicated in a detailed written report that the project was achieving success in meeting its aims.
