The minutes say the Director reminded the Trustees that the Constitution of The Africa Fund provided for Trustees of The Africa Fund to be appointed annually by the Executive Board of The American Committee on Africa, which may delegate this power to the Steering Committee of The Trustees of The Africa Fund. The minutes say we interacted intensely with senior staff shaping President Clinton’s trip, maximizing efforts to ensure that the central focus was not only of building trade partnerships and insisting that democracy also means empowering civil society; we used major interest generated by the trip to raise major policy issues at a special U.S. Conference of Mayors Summit on Africa. The minutes say we are also doing major policy work on the African Growth and Opportunity Act, with an emphasis on the inadequacy for Africa, od a sole emphasis on trade.
