The memorandum says early in this year we established the U.S.-Africa Advisory Council of Public Officials which has played a dynamic role in helping The Africa Fund in the efforts to promote the involvement of state and municipal officials in U.S.-Africa policy formation. The memorandum says the Advisory Council has been active in promoting debt relief; Africa’s debt now equals 300% of exports and greatly inhibits African efforts to develop, reduce poverty and expand trade links with the world. The memorandum says versions of The African Growth and Opportunity Act were passed in both the House and the Senate; but significant differences exist in the two versions and the act has been sent to conference committee. The memorandum says Africa currently has some 2.9 million refugees and asylum seekers–the largest number on any continent; U.S. and western discrimination against African refugees was highlighted by the radically different treatment of refugees from Africa and Kosovo this year.
