The proposal reflects on important anti-racist and anti-imperialist work that has been done by ALSC but also the diversity among its chapters, which was aggravated by heavy demands from the international headquarters in Houston that left little space for local initiative. The demanding programming also lacked full-time staff and adequate financial resources. The main components of the proposed structure would be a loose federation of local chapters, united around the Statement of Principles, with a minimum program of support for the anti-imperialist struggle of liberation movements in Africa (particularly emphasizing Portuguese colonialism), and a commitment to support the Secretariat with dues, distribution of the newsletter, and regular communication. The proposal recommends a new leadership structure of a National Secretariat, including leaders from each of the United States, Canada, and the Caribbean. Support for peoples' struggles such as in Puerto Rico, Viet Nam, and Palestine is also important.
