The mailing reports that Rhode Island Divest (RID) met after a briefing by The Africa Fund in New York attended by Rep. Joseph Newsome (who was both a member of the state legislature and of Rhode Island Divest). RID formulated the enclosed "CRITERIA FOR LIFTING SOUTH AFRICA SANCTIONS AND REPEALING CURRENT PROVISION OF G.L. 35-10-12," which were the basis for draft legislation, which also is attached. Newsome also anticipates introducing a resolution that would call for creating public and/or private sector initiatives which would provide educational and training opportunities for Black South Africans so that they don't remain at the bottom of the economic ladder in a post-apartheid South...
