The mailing reports that Rhode Island Divest (RID) met after a briefing by The Africa Fund in New York attended by Rep. Joseph Newsome (who was both a member of the state legislature and of Rhode Island Divest). RID formulated the enclosed "CRITERIA FOR LIFTING SOUTH AFRICA SANCTIONS AND REPEALING CURRENT PROVISION OF G.L. 35-10-12," which were the basis for draft legislation, which also is attached. Newsome also anticipates introducing a resolution that would call for creating public and/or private sector initiatives which would provide educational and training opportunities for Black South Africans so that they don't remain at the bottom of the economic ladder in a post-apartheid South...

Some forces in the state which have never given much credence to the African National Congress' position until now, when they are only too happy to cite the ANC's call for lifting state and local sanctions.
