The pamphlet says the South African government claims that the upcoming municipal elections are the most important in the country's history, boasting that people of all racial groups will vote in a nation-wide election for the first time. However, whites will vote only for white town councilors and blacks will vote only for councilors in the black townships. The pamphlet discusses the Black Local Authorities Act. It reports that there have been rent boycotts in at least 54 townships responding to rent increases at a time of an economic depression and rising unemployment. Township residents have moved to take control of their communities, forming civic associations that play multiple roles, organizing rent and consumer boycotts, street committees, and people's courts.
