The newsletter reports on the veto by the United States and the United Kingdom of a United Nations Security Council resolution calling for strong selective mandatory sanctions against South Africa for its illegal occupation of Namibia. The Reagan administration took control of the faltering Western Contact Group negotiations on Namibia and tried to establish a scheme for a regional settlement. With US-UK protection in the Security Council, Pretoria was enabled to maintain its control over Namibia, to invade Angola repeatedly from Namibia in support of UNITA, and to install a so-called transitional government in Windhoek. The newsletter asks people to oppose bills in Congress at would provide aid to UNITA and impose sanctions on the People's Republic of Angola. A copy of H.R. 3690 is enclosed. It would prohibit any assistance on any kind, directly or indirectly, to any group, organization, movement or individual to conduct military or paramilitary operations in Angola. The newsletter includes a copy of Talking Points re: Proposed aid to UNITA by the Coalition for a New Foreign and Military Policy. The newsletter includes newspaper articles on Angola, South Africa and Namibia including the role of the South African Defence Force in South African black townships.
