Houser reports on a trip to Guinea-Bissau at the invitation of the PAIGC Executive Committee and its Ambassador to the United Nations, Gil Fernandes, on the occasion of the 20th anniversary of the founding of the PAIGC. Houser was the only U.S. non-governmental representative to attend. The most prominent African who attended was President Julius Nyerere of Tanzania. Other African delegations came from the Republic of Guinea, Senegal, Gambia, Angola, Ghana, Nigeria, and the People's Republic of the Congo. The Portuguese government was represented by a Socialist minister; the Portuguese Communist Party was also represented. People frm several support movements from Western European countries attended, including Basil Davidson. Houser observed changes since his last visit 18 months earlier, particularly in production of rice and a new sugar factory. He held discussions with President Luis Cabral and with Aristedes Periera, Secretary General of the PAIGC and also the President of Cape Verde. No decision has yet been made on what the formal relationship between the two countries will be.
