The newsletter says The Rev. James Hamupanda Kauluma was on 13 October elected the first indigenous Anglican bishop in the International Territory of Namibia; Bishop Winter, Bishop Wood and David de Beer who as diocesan secretary/treasurer was expelled with Bishop Winter in 1972 - have all been denied readmittance to Namibia by the newly appointed South African proconsul in the International Territory; on 16 June 1977, a solemn vigil was held in the Cathedral of St. Mary the Virgin in Johannesburg to commemorate the young Blacks who died during the children's uprising in Soweto and throughout South Africa the year before.
