Memorandum explains that the non-governmental Human Rights Committee (HRC) has changed its name to avoid confusion with the newly-created official South African government Human Rights Commission. The Committee also announced the appointment of Patrick Kelly as National Director of the HRC, replacing Ms. Safoora Sadek, who has resigned to take up her new responsibilities in the PWV Provincial Legislature. The mailing says the struggle for human rights in South Africa enters a new era with the enactment on April 26 of the interim constitution, with its strong Bill of Rights. However, as the April summary report notes, 132 people were held in detention without trial and millions of people lived under repressive State of Emergency proclamations on the date of the Bill of Right's enactment.
