The mailing says the U.S. investment bank J.P. Morgan is planning to raise a $100 million bond issue backed by the South African government for the Independent Development Trust (IDT). The African National Congress (ANC) supports some IDT projects but strongly opposes IDT raising funds on the international capital markets. The mailing discusses Cyril Ramaphosa, Secretary General of the African National Congress, and ANC Deputy President Walter Sisulu. The mailing includes STATEMENT ON INDEPENDENT DEVELOPMENT TRUST ATTEMPT TO RAISE LOANS by the African National Congress and a newspaper article, "Apartheid fight no over, Sisulu says" by Peggy Hernandez.
