Paper presented to the United Nations Council for Namibia Seminar on Efforts to Implement the United Nations Plan for Impendence for Namibia, Toronto, Canada. The paper says the current round of negotiations between South Africa, Angola and the United States have raise hope both inside Namibia and internationally that genuine independence may soon be a reality; military pressure on South Africa appears to have forces a withdrawal from Angola and the rising cost of the war combined with a changing international situation are factors that seem to make a settlement more likely.
