The mailing accuses the South African government of responsibility for the attack on Albie Sachs in Mozambique. The attempted murder of Sachs is part of a rapidly intensifying pattern of attacks against ANC members living outside South Africa. South African agents murdered Dulcie September, the head of the African National Congress of South African mission in Paris; a bomb was found in front of the ANC office in Brussels; and South Africa invaded Botswana and shot to death four people in the capital city of Gaborone. The mailing includes biographical information about Albie Sachs.
