A paper critiquing the Weihahn Report of the Commission of Inquiry into Labour Legislation. The paper says the Commission's recommendations do not herald reform of South Africa's apartheid labor policies nor even the beginning of such a process. Rather, they mark the start of a new and sophisticated effort to control and, if possible, to break the black trade union movement. The paper says the new Federation of South African Trade Unions (FOSATU) represents the 12 major black unions and 45,000 workers.
