ACOA urges candidates for office should to address themselves to a set of principles for U.S. policy, including: support Angola's application for membership in the U.N. and officially recognize the People's Republic of Angola; publicly refuse to recognize the Transkei; establish a total arms embargo against South Africa, including all dual use items; publicly support Decree #1 issued by the U.N. Council for Namibia; end tax credits to American firms doing business in Namibia; effectively enforce U.N. economic sanctions towards the illegal Ian Smith regime in Rhodesia; increase its assistance to Angola, Mozambique and Guinea-Bissau; adopt a clear policy of offering political asylum to opponents of apartheid and political refugees from the white minority regimes of southern Africa; break diplomatic relations with South Africa; and make a generous contribution to the United Nations Trust Fund for South Africa. The document discusses recent disclosures about Mobil and other companies having supplied oil to Rhodesia and about the Byrd Amendment, which allows chrome and other imports from Rhodesia.
