The report says that, even before Rhodesia's Unilateral Declaration of Independence (UDI) on November 11, 1965, police had excessive powers under the Emergency Powers Act to curb actual and potential opposition. The Zimbabwe African People's Union (ZAPU) and the Zimbabwe African National Union (ZANU) were outlawed, and, since UDI, the Law and Order (Maintenance) Act and the Unlawful Organizations Act have prohibited African gatherings, political meetings, and demonstrations. The report says the United States should support comprehensive United Nations sanctions, help implement U.N. decisions, and cut its own remaining economic and political links with the Smith administration.
