Memorandum on sanctions by Thomas Hovet, Jr. (Associate Professor of Government and Administrator of the United Nations Program, New York University) And Linwood R. Wall (Research Assistant, United Nations Collection, New York University). The memorandum says any consideration of the possibilities of proposing collective sanctions, through the U.N. against a delinquent member, such as the Union of South Africa, must reflect the experiences of the League and the U.N. in responding to requests for collective sanctions and their imposition. In section III under economic and financial measures the memorandum discusses 1) embargo on exports to the offending country 2) severance of financial relations 3) severance of transport and communications and 4) military measures. • I.
