The report describes frustrating events for the freedom struggle in southern Africa during 1978, including dim prospects for a meaningful negotiated settlement leading to independence in Zimbabwe and South Africa's continued defiance of the UN plans for a peaceful transition to independence in Namibia. The Botha government increased repression in South Africa, and U.S. policy shifted significantly to the right, particularly regarding Zaire, Angola, and Rhodesia. The divestment movement on U.S. campuses attracted new supporters, and, in May, ACOA made public a secret General Motors "contingency plan" that outlined how the company would cooperate with the South African military in the event of a black uprising.
