The report says 1964 began the second decade of the American Committee on Africa (ACOA). ACOA, through Executive Director George Houser and some Board members, was instrumental in setting up the Consultative Council on South Africa, a clearing house with more than 30 affiliated organizations, including major church, union, civil rights, and student groups. ACOA serves as its secretariat. The report says when U.S. planes first became involved in the Congo, ACOA urged the U.S. government to withdraw militarily and not risk brewing a new Vietnam.
