Translation of the Communique on the Second Congress of the African Party for the Independence of Guinea and Cape Verde (PAICG), July 18-22, 1973. The Second Congress was held just six months after the assassination of Amilcar Cabral. It lays the groundwork for the coming meeting of the newly elected National Assembly, which will proclaim the existence of their independent state. An Annex to the Communique included biographical summaries of the Permanent Secretariat of the Executive Committee for the Struggle of the PAIGC: Aristides Maria Pereira, Luiz de Almeida Cabral, Francisco Mendes (Chico Te), and Joao Bernardo Vieira (Nino).
