McHenry argues that the net effect of changes to the University's policy on South African investment adopted by the Finance Committee on February 21, 1979 appears retrogressive, i.e., it moves this institution into a position of greater support of the apartheid regime, rather than into one of greater opposition to the system of racism it perpetuates. The memorandum includes a set of proposals which the Board might wish to include to supplement, and in one case rectify, the draft policy: (1) continue to vote proxies in support of anti-apartheid shareholder proposals; (2) co-sponsor shareholder proposals; (3) communicate the University's opposition to apartheid; (4) eliminate conflict of interest in the provision of advice on investments; (5) use a portion of the income comes from corporate investments in South Africa to directly or indirectly assist those who suffer from the apartheid system; and (6) halt investments in corporations which provide finance, goods or services vital to the maintenance of the apartheid regime.
