This document describes how Chicago can assist the 10,000 black residents of Thornhill, in the Eastern Cape near Queenstown, by establishing a sister-community linkage and advocating with the South African government on their behalf. Africans moved to Thornhill when the area where they were living became part of the Transkei, which was declared "independent" in 1976, thus robbing residents of their South African citizenship and their right to work in South Africa. Then Thornhill was later incorporated into the homeland of the Ciskei, which became "Independent" in 1981.
