The mailing says the Senate Foreign Relations Committee will vote by November 28 on a resolution proposed by Senator Jesse Helms rejecting President Carter's November 14 decision that it is in the national interest that sanctions against Rhodesia be retained. If the Congress adopts this resolution, it will in effect lift sanctions immediately regardless of the outcome of the London talks. The mailing also asks that people write to Secretary of State Vance urging that export controls on military-related equipment to South Africa be retained and strengthened.
