This mailing about a delegation to observe elections in Zimbabwe says two members returned to release their preliminary report on March 3, before elections results were announced. The delegation concluded that, although there was significant intimidation by the security forces and the auxiliaries during the campaign period, the election did represent the overall will of the people of the country. Of the 2.7 million votes cast, ZANU-PF led by Robert Mugabe received 63% and the Patriot Front-ZAPU led by Joshua Nkomo received 24%. Mugabe and Nkomo agreed to form a coalition government which together controls 77 seats in the 100-seat parliament. The victory for ZANU and the Patriotic Front coalition...

The victory for ZANU and the Patriotic Front coalition was not what the U.S. and Britain, and certainly not South Africa, has wanted. Now the tasks of reconstruction, redistribution of land, and the building of a new society based on equality begin. Aid will be needed in this initial period; the U.S. government should be urged to fulfill its commitments toward Zimbabwe.
