This fundraising mailing reports on the vote to restrict Export-Import Bank support for South Africa on the last day of the 95th Session of Congress. This is the first vote ever by the Congress to cut U.S. support for South Africa. Also, in the spring of 1977, the five-year campaign to close the "Byrd Amendment" loophole in U.S. compliance with United Nations sanctions against Rhodesia was finally successful. But then the entire sanctions program came under surprise attack when Senate conservatives tried to lift sanctions completely in order to back Ian Smith and his black allies in the internal settlement.
