The pamphlet discusses the war in Mozambique since its independence from Portugal. The FRELIMO government attempted to rapidly upgrade education and social services and direct the economy toward development, while supporting the struggle against white rule in Rhodesia by allowing the Zimbabwean National Union to establish bases in Mozambique. In response, Rhodesia launched air and ground attacks against Mozambique and established the anti-FRELIMO Mozambican Resistance Movement (MNR or Renamo). When the Smith regime later conceded defeat, the MNR was taken over by the South African government. In March 1984, Mozambique and South Africa signed the Nkomati Accord, which bound the two states to forbid violent attacks against each other from their respective territories. Mozambique pledged its continued "moral, political and diplomatic" support for the exiled African National Congress, but it limited ANC activities and restricted it to one small diplomatic office.
