The memorandum notes that Congress voted during the week of March 14 to authorize the President to implement the U.N. sanctions against Rhodesia and that this action clears the way for an end to imports of "strategic and critical minerals" from Rhodesia which have been permitted since 1972 when the "Byrd Amendment" was first enacted. The memorandum notes the need to work to close an even more significant loophole in sanctions by which Mobil Oil's South African subsidiary us shipping oil to Rhodesia.
