The memorandum notes that the Lansing Board of Water and Light has an agreement with Shell Mining for the purchase of coal from Pike County Coal. Policy of the Board is set by an eight-member board of commissioners who are appointed by the mayor. As a bulk purchaser of Shell products, the Lansing Board f Water of Light could be encouraged to become "Shell-Free" by prohibiting Shell purchases. Several cities throughout the country have already passed prohibitions on the purchase of Shell products. As a major supplier of oil to the South African government and the military and police, Royal Butch/Shell is a target of an international boycott because of its investments in South Africa.
