This report provides suggestions on structuring the campaign against bank loans to South Africa and the relationship between COBLSA and the Campaign Against Investment in South Africa (CAISA). It suggestions division of labor (newsletter, developing resources, speaking on behalf of CAISA), COBLSA work on legislative divestment, COBLSA targeting of constituencies. It covers the areas COBLSA feels is can make the greatest contribution to CAISA. The report notes that COBLSA is working toward a national Day of Withdrawal for the Fall of 1982, working with groups in DC re a possible IMF campaign and developing an organizers' handbook by June 1982.
