Memo summarizes a May 19 report by IMF staff person Leslie Lipschitz for an IMF team that visited South Africa in February – March 1983. The report criticized apartheid and its economic consequences in employment and educational discrimination. Memo also reports on a letter from the Congressional Black Caucus to House Speaker Tip O'Neill saying that its 19 votes will be available for the IMF replenishment legislation only if the section mandating a U.S. vote against future loans to apartheid South Africa is retained.
