Memo reports on passage by the House of Representatives of the IMF replenishment bill with an amendment requiring a U.S. vote in the IMF against both countries that practice apartheid and countries that are "communist dictatorships." The latter language was introduced by Rep. Phil Gramm (R-Texas) in order to complicate ultimate adoption of the policy on South Africa. The Gramm amendment was adopted by the House by a vote of 242-185.
