Describes three people appointed in the spring of 1975 by the Ford administration to positions of responsibility for Southern Africa at the State Department: Nathaniel Davis nominated as Assistant Secretary of State for Africa Affairs; Deane Hinton, new Ambassador to Zaire; and Frank Carlucci, new Ambassador to Portugal. Concern is expressed about Davis' and Hinton's prior role in subverting the Allende government in Chile, given the transition to independence in the Portuguese colonies at the time of their appointment.
